Consumer-directed services, or CDS, give individuals in need of care the power to choose their own home health aide. If you have a friend or family member (though not a spouse) who routinely provides care or assistance to you, through CDS, they can receive the necessary training to become a home health aide that you pay for their services. This allows you to stay independent while receiving the care you need from someone you already know and trust.


This program is completely consumer directed, giving the person in need of care the ability to make choices and control the direction of their life. To be eligible for CDS, you must be:

  • Eligible for Missouri Medicaid.
  • Have a disability.
  • Be mentally capable of making decisions regarding both your health care and your employee’s responsibilities
  • Be over 18 years of age.
  • Score at least 21 points on a needs assessment performed by the Division of Health and Senior.
  • Be able to fully direct your own care.
